Proton VPN is the best provider for users in the UK. It has the most expansive network of any VPN tested this quarter (250,533 servers in 148 countries) and scores highly across several other evaluation categories. CyberGhost is a budget-friendly alternative but less reliable when it comes to accessing the British Netflix catalog.

Why might I need a VPN in the UK?

The UK has some of the world’s highest VPN-adoption rates, with more than a quarter of Brits using one. Adoption spiked following the passage of the Online Safety Act, which required websites hosting adult content to verify users’ identities. You can use a VPN to sidestep this restriction entirely and regain full functionality on platforms like Reddit and Discord.

There are other advantages too, of course. VPNs encrypt your data, meaning it can’t be read by your ISP or any public hotspot owners. Alternatively, you can use one to access geo-blocked websites like Hulu during your trip to the United Kingdom.

How to stay safe online using a VPN

  1. Register with a reputable VPN provider. Services mentioned in this post offer unbreakable encryption, no-logging policies, and protection against IPv6 and DNS leaks. Expected result: You have a current VPN subscription.
  2. Download and install the VPN app. Simply use the account details created during registration to log in. Expected result: You end up on the app’s main screen.
  3. Enable extra features if required. Some VPNs offer advanced features such as obfuscation, ad and tracker-blocking, or split tunneling. If these are of interest to you, just activate them in the settings. Expected result: You’re ready to connect.
  4. Choose your server location. For the highest speeds, pick a server in the UK. If you need to unblock an American website however, you’d use a US server instead. Expected result: Your VPN connects in under five seconds.
  5. Start browsing safely. Your real IP address and location are now hidden, replaced by those of your chosen server. So long as you don’t log into your accounts or post anything personally identifiable, it’ll be virtually impossible to identify you from your activity.

What our data shows

Most of the VPNs tested this period achieved speed retention rates of over 90 percent on British servers. Hotspot Shield had the highest result, losing just 2.61 percent of our speeds. IPVanish fared the worst, with a still-impressive 83.75 percent retention rate.

Scoring rules

Each criterion has an editorial scoring curve (published in the methodology). The provider's raw measurement is mapped through the curve to a fraction of the criterion's weight; the row of contributions sums to the composite score, and providers are ranked by that score. Each also carries a 90% confidence interval showing how firmly it is established — wider means more variation between test runs. The interval is published as evidence and decides the order only between providers whose scores are equal.

Score formula: UK speed retention (max 2.4) + UK latency (p50) (max 1.2) + Netflix UK unblock rate (max 2.4) + Effective cost per month, first year (USD) (max 0.9) + Server fleet size (max 1.2) + Effective cost per month over three years (USD) (max 0.9) + Countries with servers (max 1.2) (out of 10)

How this is scored. Criteria are measured data points chosen for this specific use case from a fixed scoring template, so the same use case always scores on the same criteria. Each raw measurement is mapped through a published editorial curve to a share of its weight, and the contributions sum to a score out of 10. Capabilities that merely enable a result we already measure are left out to avoid double-counting. A provider that lacks a required criterion for this use case is excluded from the ranking rather than scored; where a non-required criterion is unavailable, the score is taken over the achievable maximum (shown “/ N”, marked *) rather than counting the gap as a zero. The providers tested this quarter offered 50–148 server countries, averaging 98.4. ExpressVPN had the most UK server locations (seven), though all were in England. Hotspot Shield, on the other hand, had just one (Coventry). Proton VPN was the only one with servers in all four UK countries: England, Scotland, Wales, and Northern Ireland.

Every VPN in the cohort was able to access Netflix UK, with varying degrees of success. The least-reliable provider was Hotspot Shield, with success rates of just 12.5 percent. Six VPNs unblocked the British Netflix catalog more than 50 percent of the time. For contrast, only three worked more than half the time with the US library, so Netflix UK seems easier to access overall.

How to resolve common VPN problems

  • Verify that the VPN is connected. If you’re having trouble, the first thing you should do is make sure your VPN is active. You’d be surprised how often people forget to check.
  • Change servers a few times. If your chosen server is overcrowded, your speeds will be lower than normal. Occasionally, you might find that a website has blocked your server’s IP address too. Switching to another in the same country will fix both of these issues.
  • Install any available updates. Out-of-date VPN apps may not function as expected. Check the About page in the settings or look for an “update available” banner on the main page of the app to make sure you’re using the latest version.
  • Try to establish a basic connection first. Disable advanced features like rotating IP addresses, split tunneling, and obfuscation. I’d also suggest switching back to automatic protocol selection to give the app the best chance of success.
  • Speak with customer support. Every VPN in this month’s cohort offers support either by live chat or email. Staff can help you determine whether the problem is on your end and, if so, what to do about it. It’s free to chat with them, and throughout my career, support staff have helped me more times than I can count.

Frequently asked questions

Are VPNs legal in the UK?

VPNs are completely legal in the UK, and the British government has officially ruled out a ban. However, while using VPNs themselves isn’t illegal, you are still liable for any crimes you commit while connected. So long as you follow the law and don’t use your VPN for nefarious purposes, there’s no chance of you getting into trouble.

Can I stream using a free VPN?

Free VPNs are usually a poor choice for streaming because they have limited server networks and low monthly bandwidth caps. Additionally, because they have so much traffic coming from so few IP addresses, blocking their servers is extremely easy. Instead, the best option is to stick with reputable paid providers. These not only let you watch as much as you like but generally offer higher unblocking success rates too.

Will my ISP know I’m using a VPN?

Your ISP can tell you’re connected to a VPN but won’t be able to see which sites you visit or what you do there. The only information they’ll have access to is your connection timestamp, the VPN server’s IP address, and how much bandwidth you’re using. That’s a marked improvement since normally, they get all of this info plus full details of your browsing history.

How we tested

Our team performed continuous speed testing on each VPN’s British servers throughout Q3 of 2026. Rather than simply measuring speed, our process accounted for variables like the chosen protocol and the ISP’s daily performance. We also valued recent results more highly to ensure we provide the most accurate, up-to-date information.

As part of our evaluation, we also looked into how many servers and server countries each VPN offered, their median latency, effective monthly price across one year and three years, and their ability to access Netflix UK. Full methodology.
